By downloading or using Perfilo (the "App"), you agree to these Terms of Service. If you do not agree, do not use the App. The App is published by an independent iOS developer (Apple Developer Team ID ZM8LF8494F); "we," "us," and "our" mean that developer.
Perfilo is a personal recordkeeping and reference tool for businesses that hold U.S. federal contracts. You enter information about your own contracts and performance. The App organizes performance events, lets you record a CPARS rating and shows the 14-day comment-window countdown, helps you assemble a rebuttal from your own records, helps you organize the elements of a Contract Disputes Act claim, references publicly available federal procurement procedure, optionally adds deadlines to your iPhone Calendar, and generates defense PDFs for your own use.
The App is free to download and use, with the following limits: 1 contract with up to 10 performance events, recording a CPARS rating with the 14-day comment-window countdown, and the read-only FAR 42.15 / Contract Disputes Act / CPARS-procedure reference. App Lock is included free for all users.
Pro features unlock when you start a Pro subscription. Two products are offered:
Both products unlock the identical Pro feature set. Prices shown are USD; Apple displays the equivalent local price at purchase time. There is no lifetime or one-time product.
Each subscription automatically renews until canceled. Renewal is charged within 24 hours before the end of the current period unless auto-renewal is turned off at least 24 hours before that end. Payment is charged to your Apple ID. You can manage and cancel your subscription in Settings > [your name] > Subscriptions on your iOS device. Refund requests for App Store purchases are handled by Apple under its policies and applicable law; non-waivable consumer rights remain available.
An introductory free trial is available only when Apple confirms eligibility for the subscription group and an applicable offer exists. The updated paywall checks eligibility before presenting trial benefits; unknown or ineligible accounts use ordinary subscription language. Apple’s purchase sheet confirms the actual duration, localized price and billing period before payment. Unless canceled at least 24 hours before the trial ends, the subscription converts to the displayed paid plan. Trial access may end when canceled and follows Apple’s verified expiry or revocation. Older installed app versions may display earlier offer wording until updated. There is no Lifetime product in Perfilo. Manage any active subscription through Apple.
Pro provides the following features. The behavior described here is binding on us — if a future App update materially changes any of these descriptions, we will revise this section.
App Lock is a Free feature that uses Apple's LocalAuthentication framework (Face ID, Touch ID, or device passcode) to gate access to the App. Biometric data never leaves Apple's Secure Enclave; the App receives only a success or failure result. App Lock can be enabled or disabled in Settings > Privacy at any time.
The App is provided "AS IS" and "AS AVAILABLE" without warranties of any kind, express or implied, including merchantability, fitness for a particular purpose, accuracy, or non-infringement. To the maximum extent permitted by law, our aggregate liability arising out of or relating to the App is limited to the amount you paid us, through Apple, for the App in the twelve months preceding the claim. We are not liable for indirect, incidental, special, consequential, or punitive damages, including lost data, missed comment windows or limitation deadlines, an adverse CPARS rating, a lost award, or any procurement or dispute outcome. Reference content is a tool for your use; we do not guarantee that any agency, board, or court will accept or be bound by it.
Your use of the App is also governed by Apple's standard End User License Agreement (EULA) for licensed applications, available at https://www.apple.com/legal/internet-services/itunes/dev/stdeula/. In the event of a conflict between these Terms and the Apple EULA, these Terms govern as between you and us; the Apple EULA governs as between you and Apple.
All organization, agency, and program names referenced in the App and in this document — including but not limited to CPARS, the Federal Acquisition Regulation (FAR), the Contract Disputes Act, APEX Accelerators, the U.S. Small Business Administration (SBA), and SCORE — belong to their respective holders. Perfilo is not affiliated with, endorsed by, or connected to any listed entity.
We may update these Terms from time to time. Material changes will be surfaced in the App on next launch. Continued use of the App after a change constitutes acceptance.
These Terms are governed by the laws of the United States and the State of California, without regard to conflict-of-law principles. Disputes will be resolved in courts located in California, except that either party may seek injunctive relief in any court of competent jurisdiction to protect intellectual property rights.
Deleting a contract also deletes its performance events and CPARS ratings; deleting a rating also deletes its rebuttal drafts and CDA claims after a successful save. There is no Recently Deleted or full-database archive import. Generated PDFs and letters cannot reconstruct the deleted record tree. Original system media, shared files, Calendar copies and earlier backups are separate from App record deletion.

The updated App pauses the normal record interface if its persistent database cannot be opened and only a temporary in-memory store is available. New recording and editing through that interface are blocked. The App keeps the existing database and attachment files rather than treating the temporary empty store as your archive. Database-dependent startup work in that interface is paused; previously scheduled reminders, widget snapshots or independent copies may remain.
Check available device storage, close and reopen the App, and contact support before deleting or reinstalling it. This recovery screen is not a backup, a repair guarantee or an automatic restoration of missing records. Older installed versions may behave differently until updated; publishing this document does not update an installed App.
The updated App checks contract, performance-event and rating form saves and confirmed deletion. A failed write keeps original stored fields, inline photo bytes, linked rating/rebuttal/claim history and the current open form for retry, without rolling back unrelated pending edits. New form text and chosen photos remain temporary until Save succeeds; Cancel does not commit a new record. Opening and closing the photo upgrade page keeps the open event form. The Pro response screen prepares missing rebuttal and claim rows in a checked save outside view rendering, with retry after a failed preparation. Opening this screen can therefore save initially empty organizer rows. Point additions, deletions, event citations, response-stage and claim-date changes are checked; a failed new point keeps its entry text. Claim notes remain live edits and attempt saving as you type, with Retry saving claim notes after failure. The latest in-memory text is not a restart-proof draft; PDF generation first requires a successful flush. A failed reminder or widget read keeps the earlier plan or snapshot. Notification scheduling, delivery, Calendar copies and sharing remain separate from database commits.
The stored claim date and its six-year arithmetic comparison are retained without changing existing values or treating an older entry as a verified accrual date. The App now labels this as recorded date + 6 years, not a legal filing deadline, in the organizer, generated PDF, Calendar action, reminders and widget. FAR 33.206 generally measures a contractor claim period from claim accrual, with possible shorter agreed periods and exceptions; the App does not determine accrual, exceptions or the applicable filing limit. Confirm the actual deadline and official process with a government-contracts attorney. Updating this App cannot relabel Calendar events, shared PDFs or notification copies already created by an older version; review those separately. No record is submitted to CPARS or a government system, and no database archive import or guaranteed recovery is added.
These changes require the updated App binary. Publishing this document does not update older installed versions.
